This presentation will offer an analysis of the internal and external dynamics of the European Commission’s Directorate General (DG) Education and Culture (EAC). It will discuss its role from the mid-1990s until quite recently in the construction of the European education policy space. In particular, it will focus on the politics of monitoring national education systems through the Open Method of Coordination and DG EAC’s support of OECD international assessment studies, such as PISA.

In so doing, it will also consider how DG EAC has built upon alliances inside and outside the Commission (most notably with the OECD) in order to establish itself as a significant actor both within the hierarchy and structure of the Commission and with national education systems and global actors. Through this case study, the presentation will reflect on the role of knowledge (in numerical and discursive forms) in constructing new education governing panoramas in Europe and globally.
